Safe Routes to School (SR2S) Program

The STA's Safe Routes to School (SR2S) Program's goal is to improve student travel safety and increase the popularity of students walking and bicycling to school. The STA accomplishes this goal by working with a varierty of stakeholders across the county to plan and implement Education, Encouragement, Enforcement, and Engineering projects.
On February 13, 2008, the STA Board adopted the STA's Safe Routes to School Plan and authorized STA staff to create a Safe Routes to School Program in Solano County.
The STA is starting a $300,000 pilot program to build specific bicycle and pedestrian projects.

STA Safe Routes to School Plan
Safe Routes to School (SR2S) refers to a variety of multi-disciplinary
programs aimed at promoting walking and bicycling to school, and
improving traffic safety around school areas through education,
incentives, increased law enforcement, and engineering measures. Safe
Routes to School programs typically involve partnerships among
municipalities, school districts, community and parent volunteers, and law
enforcement agencies.
The STA's SR2S Plan process included over 100 different committee members and over 450 different parents, teachers, students, and neighbors at 29 schools across the county. Each city developed a local SR2S adopted by each city's council and school board. These local plans are incorporated into the STA's countywide SR2S plan.

STA Safe Routes to School Pilot Engineering Program
On June 11, 2008, the STA Board awarded $300,000 in air quality funding for three projects:
- $90,000, Dixon State Route 113 Flashing Crosswalks and Bulbouts at First Street and C Street.
- $20,000, Rio Vista, Second Street Radar Speed Signs
- $190,000, Vacaville, Peabody & Marshall Pedestrian Improvements.

More funding for engineering projects may be available in FY 2009/10. For more information regarding funding opportunities for Safe Routes to School projects, please visit Caltrans' Safe Routes to School website. $46M is available statewide, with applications due July 18, 2008.

STA Safe Routes to School "Bike Rodeos" & "Walk and Roll Days"
Bike Rodeos are a series of bike safety training stations designed to improve bicycling skills and rider awareness in cooperation with local police.
Walk and Roll days are encouragement events where students who walk and bike to school are given tickets (a few blocks from school by volunteers) that they can redeem for treats and prizes.
The STA received $116,000 from the Bay Area Air Quality Management District (BAAQMD) to begin the SR2S
program in Benicia, Fairfield, Suisun City, and
Vallejo. Based on district enrollment and previous
cooperation with the STA, the following schools
will receive grants of up to $2,500 for Walk and
Bike to School Contest Events:

In October 2008, the BAAQMD awarded an additional $400,000 for the STA to carry on the program into the next fiscal year and build 23 radar speed signs in these same cities.

Student Surveys 2009:
The STA is offering to compile surveys conducted by teachers. The STA is using the“National Safe Routes to School Student Arrival and Departure Tally Sheet” to collect this information.
For just two days between May 26, 27, or 28, teachers take five minutes to ask their classes two questions:
- “How did you arrive at school today?” (read out possible answers, tally raised hands)
- “How do you plan to leave for home after school?” (read out possible answers, tally raised hands)
*For high schools, please conduct this survey in a method that reaches all students (e.g., Will C. Wood HS distributes information in English classes that all students are required to take).
The more information that the STA has about your school, the more competitive your school will be for grant funds.
