The STA administers a number of transportation related programs offering services and opportunities ranging from ridesharing marketing & outreach, highway congestion management, and various countywide planning & capital grants.
Solano Napa Commuter Information (SNCI) Program
The Solano Napa Commuter Information (SNCI) Program offers personalized assistance for traveling around Solano/Napa Counties and neighboring cities. SNCI is a public agency program with free information, rideshare services and incentives for using alternative transportation in Solano and Napa Counties and surrounding regions.

Emergency Ride Home (ERH) Program
The objective of the Emergency Ride Home (ERH) Program is to encourage the use of commute alternatives such as carpooling, vanpooling, public transit, walking or bicycling, by providing a free ride home to program participants (via taxi or rental car) in cases of emergency. By alleviating workers’ concerns about their ability to return home in the event of unexpected circumstances, the ERH program can help maximize the use of alternative commute modes in Solano and Napa Counties.
Emergency rides home may be allowed under the following conditions: the employee or immediate family member suffers an illness or severe crisis; the employee is asked by a supervisor to work unscheduled overtime; the ridesharing vehicle breaks down or the driver is unavailable to drive home; and other emergencies as determined on a case-by-case basis.
Coordinated through the Solano Napa Commuter Information (SNCI) program, the ERH Program is a valuable tool to offer employers located in Solano County to encourage all alternative modes of transportation – ridesharing, transit (bus, train, ferry), biking, and walking – for commute purposes.

Lifeline Transportation Program (LTP)
The Metropolitan Transportation Commission (MTC) created a Bay Area regional Lifeline Program to fund projects that result in improved mobility for low-income residents throughout the Bay Area. The Lifeline Program supports community-based transportation projects that are developed through a collaborative and inclusive planning process that includes broad partnerships.
Eligible projects and programs include:
- Fixed-route transit operations/capital
- Special purpose shuttlesor taxi scrip programs
- Information services
- Bicycle/pedestrianservices or capital
- Vehicle purchaseassistance programs
- Rideshare services.

Transportation for Livable Communities (TLC) Program
The Solano Transportation Authority Transportation For Livable Communities Program (TLC) is part of a Bay Area region wide effort to promote projects that encourage pedestrian, bicycle and transit trips.
This is accomplished by providing funds to projects that support a community’s larger infill development or revitalization effort; and provide for a wider range of transportation choices, connectivity, improved internal mobility, and stronger sense of place. Typical TLC capital projects include new or improved pedestrian facilities, bicycle facilities, transit access improvements, pedestrian plazas, traffic calming and streetscapes.

Safe Routes to School Program (SR2S)
The STA's Safe Routes to School (SR2S) Program's goal is to improve student travel safety and increase the popularity of students walking and bicycling to school. The STA accomplishes this goal by working with a varierty of stakeholders across the county to plan and implement Education
On February 13, 2008, the STA Board adopted the STA's Safe Routes to School Plan and authorized STA staff to create a Safe Routes to School Program in Solano County.
The STA is starting a $240,000 pilot program to build specific bicycle and pedestrian projects.

Solano Bicycle and Pedestrian Program (SBPP)
The Solano Bicycle and Pedestrian Program (SBPP) funds bicycle and pedestrian projects through three funding sources: Transportation Development Act (TDA) Article-3 funds, Countywide Bicycle and Pedestrian funds through MTC's Regional Bicycle and Pedestrian Program (RBPP), and Eastern Solano Congestion Mitigation and Air Quality (CMAQ) funds.

Transportation For Clean Air (TFCA) Program
The Solano County 40% Program Manager TFCA Funds is provided by a $4 surcharge on motor vehicles in the Bay Area. The Bay Area Air Quality Management District (BAAQMD) is responsible for administering the Bay Area Regional TFCA program and partners with the STA to administer the 40% Program Manager TFCA Funds.
The Solano Transportation Authority is currently accepting applications for the Solano Transportation Fund for Clean Air Program Manager Funds. Approximately $140,000 to $160,000 is available to qualifying applicants on a competitive basis. There are new requirements added to the TFCA program.
Applications are due to the STA on February 14th.

Solano Congestion Management Program (CMP)
As the Congestion Management Agency (CMA) for Solano County, the STA is responsible for running a Congestion Management Program (CMP), which aims to maintain a high level of transportation system operations by requiring an analysis of the effects of congestion and land use decisions on the transportation system and coordinating mitigation of the impacts to the system countywide. The 2005 Solano CMP document was approved by the STA Board on October 12, 2005.

Disadvantaged Business Enterprise (DBE) Program
It is the policy of the STA to ensure nondiscrimination on the basis of race, color, sex or national origin in the award and administration of DOT-assisted contracts. It is the intention of the STA to create a level playing field on which DBEs can compete fairly for contracts and subcontracts relating to the STA's construction, procurement and professional services activities.
The STA has established a Disadvantaged Business Enterprise (DBE) program for FY 2007-08 in accordance with regulations of the U.S. Department of Transportation (USDOT) and their Office of Small and Disadvantaged Business Utilization (OSDBU), Title 49 of the Code of Federal Regulations, Part 26 (49 CFR 26). The STA's FY 07-08 AADPL is 18.2%
DBE Requirements for RFPs
On May 1, 2006, the State Department of Transportation (Caltrans) announced major changes to the statewide DBE Program. As part of those changes, bidders/proposers should review the policies outlined in Caltrans Exhibits 10-I, "Notice to Bidders/Proposers DBE Information and 10-J", "Standard Agreement for Subcontractor/DBE Participation", in addition to the STA's DBE Program.
Pursuant to the monitoring requirements outlined in Section XIV of the STA's DBE Program (49 CFR 26.37), the bidder/proposer will be required to complete and submit Caltrans Exhibit 10-O, "Local Agency Proposer/Bidder-DBE (Consultant Contract) Information" with the award document, regardless of DBE participation, and Exhibit 17-F, "Final Report Utilization of Disadvantaged Business Enterprises" with the completion of the contract. These Forms are attached with this RFP and can also be provided electronically upon request.

Abandoned Vehicle Abatement (AVA) Program
The Abandoned Vehicle Abatement (AVA) Program is a California Highway Patrol (CHP) administered program to provide funds to County Administrators for the removal of abandoned vehicles from within their counties by imposing a $1 registration fee for all vehicles registered within the county. The fees are collected by the Department of Motor Vehicles (DMV) at the request of the AVA Authority.
The Solano Transportation Authority is the AVA Authority for Solano County and most of its member cities. The following cities and jurisdictions participate in the STA’s AVA program: Benicia, Dixon, Fairfield, Solano County, Suisun City, Vacaville, and Vallejo.

Legislative Program
Each year, STA staff monitors state and federal legislation that pertains directly to transportation and related issues. The STA Board-adopted Legislative Priorities and Platform also serve as a guideline for legislative trips to Sacramento and Washington, D.C. STA staff regularly updates the STA State and Federal Legislative Matrix that lists bills staff is currently monitoring and any position the STA has taken.
To help ensure the STA's transportation policies and priorities are consensus-based, the STA's Legislative Priorities and Platform are first developed in a draft form and then distributed to member agencies and members of our federal and state legislative delegations for review and comment prior to adoption by the STA Board. The 2008 Legislative Priorities and Platform document was approved by the STA Board on January 9, 2008 and amended on February 13, 2008.

STA Annual Awards

The STA Annual Awards recognize individuals, programs, activities and projects that have contributed to the continued success in "improving the quality of life in Solano County by delivering transportation projects to ensure mobility, travel safety, and economic vitality." The event is hosted by the Mayor who serves as the STA chair that year. Nominations are submitted by member and partner agencies, and the final selection is made by the Executive Committee of the STA Board.
