STA Board

The STA Board of Directors is responsible for countywide transportation planning, programing transportation funds, managing and providing transportation programs and services, delivering transportation projects, and setting transportation priorities.

Technical Advisory Committee (TAC)

Staff representatives from each member jurisdiction serve on the STA Technical Advisory Committee consisting of City Public Works Directors and the Transportation Engineering Manager from the County of Solano.

SolanoExpress Intercity Transit Consortium Members
The SolanoExpress Intercity Transit Consortium coordinates intercity transit issues between the various transit operators within Solano County.

Alternative Modes Committee
This policy committee makes recommendations to the STA Board of Directors for changes and updates to the Alternative Modes Element of the Comprehensive Transportation Plan.

Arterials, Highways, & Freeways Committee
This policy committee makes recommendations to the STA Board of Directors for changes and updates to the Arterials, Highways, and Freeways Element of the Comprehensive Transportation Plan as well as recommendations on corridor studies, such as the I-80/I-680/I-780 Major Investment & Corridor Study.

Bicycle Advisory Committee (BAC)

Meets the first Thursday of every other month in the STA office conference room at 6:30 PM.
The Bicycle Advisory Committee (BAC) is responsible for updating and monitoring the progress of the Solano Countywide Bicycle Plan and make funding recommendations for countywide bicycle projects to the STA Board of Directors and member agencies.

Lifeline Advisory Committee (LAC)
The STA has established a Lifeline Advisory Committee as the review team. Members include representatives from a Community Action Council, Children’s Network, Transit Consortium, Paratransit Coordinating Council, Solano County Health and Social Services and an At-Large Member. This committee will make their recommendations to the STA Board’s Transit Subcommittee.

Paratransit Coordinating Council (PCC)

Meets the third Thursday of every other (odd) month at 1 pm.
The Paratransit Coordinating Council (PCC) works on countywide senior and disabled transit issues as required by the Metropolitan Transportation Commission (MTC) and makes recommendations on transit and paratransit funding, claims and coordination.

Pedestrian Advisory Committee (PAC)

Meets at least once on a quarterly basis at the STA office
The Pedestrian Advisory Committee (PAC) is responsible for updating and monitoring the progress of the Solano Countywide Pedestrian Plan and make funding recommendations for countywide pedestrian related projects to the STA Board of Directors and member agencies.

State Route (SR) 12 Corridor Advisory Committee

The purpose of the SR 12 Corridor Advisory Committee (CAC) is to review and provide policy input and set priorities during the development of the SR 12 Corridor Study, covering the area from I-80 in Solano County, through Sacramento County, to I-5 in San Joaquin County. The CAC reviews the study scope of work, schedule and public outreach plan. The CAC receives reports on on-going and planned work on SR 12 from STA, SJCOG and Caltrans. |

State Route (SR) 12 Steering Committee

This policy committee makes recommendations to the STA Board with regard to strategies and actions to improve safety on SR 12, including studies, improvements, programs and enforcement activities to be conducted and to provide additional SR 12 and funding recommendations to the STA Board.

Senior & Disabled Transportation Advisory Committee

The STA formed the Senior & Disabled Transportation Advisory Committee in December 2009 to provide a countywide forum for coordination and funding of senior and disabled transportation services. This committee makes recommendations to the STA Board. The first meeting of this committee is May 18, 2010. Members include representatives from Solano Transit Operators, Solano County Health and Social Services and Transportation, Non-Profits, Paratransit Coordinating Council, Senior Coalition, Solano Community College, Medical providers, 2 STA Board Liaisons, and eight At-Large Members.

Solano Transportation Improvement Authority (STIA)

The Solano Transportation Improvement Authority (STIA) was created by the Solano County Board of Supervisors in 2004 to develop a Solano County Transportation Expenditure Plan and administer a transportation sales tax if passed by Solano County voters by 2/3 majority. The STIA Board of Directors is made up of the mayors or their designeees of the cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo and a member of the Board of Supervisors for the County of Solano.
